This report and accompanying appendices detailed the findings of a public consultation into a number of proposed changes affecting public car parking in Wirral, which including the raising of fees in car parks where there were already charges and introducing charges in some public car parks that were currently free.
An amendment, which proposed to remove some of the items included in the officer recommendations, was defeated 7 to 4, with the officer recommendations subsequently being agreed 7 to 4.
This report updated members on feedback received during the statutory consultation period on the implementation of phases 3 and 4 of the 20mph speed limit programme. The responses to all of the comments received were included as an appendix to the main report.
An amendment to the officer recommendation that suggested pausing much of phases 3 and 4 until the review of phases 1 and 2 had concluded was defeated 7 to 3. The resolution that said “… the Director of Neighbourhood Services be authorised to introduce Phases 3 and 4 of the 20mph speed limit programme on those roads or parts of roads shown on the list attached within Appendix A to this report’ was carried by 7 to 3.
This report updated committee members on the progress of phases 1 and 2 of implementation of the School Streets programme and informs members that a further 53 schools had made requests to be part of the programme. With such interest – and a knowledge that not all schools would be suitable for the programme – there was also a request to approve a prioritisation matrix to determine how decisions are made on which schools the programme can be implemented at in future. The recommendations were carried with assent by the committee, who also praised the work of the road safety team responsible for delivering the scheme.
Committee members were asked to note the progress of the Biodiversity & Net Gain strategy 2023-2028 as set out in the accompanying report; and approve the priority actions for 2024/2025 for the Biodiversity & Net Gain Strategy outlined in the progress update report. Both recommendations were approved by assent.
This report sought approval for officers to arrange for a survey of the Marine Lake bed to assess the volume of silt and other materials deposited there. The findings would then be used to inform an appropriate way forward for the management and maintenance of the lake. It also sought approvals for officers to continue other investigations into potential issues around the lake. The recommendations were approved with the addition of a further recommendation that stated ‘extend consultation on this valued asset to all residents before bringing a report back to chair and spokes of this Committee’.
Committee also received two updates, one on financial monitoring for the committee’s areas of work for quarter 2 and another one on the quarter 2 Performance Report of items under the theme ‘Protect our Environment’ in the Council Plan.
