Developers invited to tender for former Wallasey Town Hall annex sites
A formal public procurement exercise to select a developer for a major site on the banks of the Mersey is now underway.
Wirral Council is using a competitive tender process to select a developer to deliver affordable housing on the sites of the former Wallasey Town Hall annexes.
The North and South Annexes, office buildings either side of Wallasey Town Hall, were demolished in early 2024 to make way for high quality, affordable new homes for the area.
The sites had been previously used by the local authority for Council staff but have not been occupied since 2020 and were subsequently declared surplus to requirements by the Council.
The sites of the former annexes are central to the proposals outlined in the Wallasey Town Hall Quarter Masterplan.
The North Annexe Site is approximately 0.578 acres and the South Annexe Site approximately 0.586 acres, with the freehold interest of both sites (c.1.164 acres) owned by the Council.
The first, pre-qualification stage of the process to find a developer is anticipated to end on November 20, after which the Council will shortlist a maximum of three developers to the subsequent stages of the competition. The final decision on the appointment of a developer is expected to be made in spring 2026.
The Council has the support of Lambert Smith Hampton and Bevan Brittan LLP in its procurement process and pending planning approval, works could start on site in 2027.
The redevelopment of the sites is being supported by £2.3m to deliver homes from HM Government, through the Brownfield Land Release Fund (BLRF2) programme.
The One Public Estate programme is a partnership between the Office of Government Property in the Cabinet Office, the Local Government Association and the Ministry of Housing, Communities and Local Government. It provides practical and technical support and funding for public sector partners to deliver ambitious property-led programmes in collaboration.

These are fantastic sites with so much potential, overlooking the promenade and with views across the river. The former town hall annexes had long since served their purpose and their demolition was very welcome, not least for creating this fantastic opportunity to bring much needed high quality, affordable new homes here.
