In focus: Tower Road, Kelvin Road and Wheatland Lane

Wirral Council is running a consultation on a significant regeneration project aiming to connect Birkenhead and Liscard with better travel facilities.

The scheme is the first part of the Liverpool City Region Local Cycling and Walking Infrastructure project (LCWIP) proposed to be delivered in Wirral, and aims to encourage more people to walk, cycle or wheel for short journeys along a redesigned route.

So what are the proposals? Here, we take our third in-depth look at sections along the route.

In focus: Tower Road

A new two-way cycle track will be provided behind the existing bus stops opposite the Wirral Met campus building. It will connect to the shared existing shared space route that will remain in use due to limited space available.

A new two-way cycle track will be provided around the Stena Ferry Terminal access roundabout with a new pedestrian and cyclist parallel crossing. To do this, the left turn lane off Tower Road at the roundabout will be removed but all vehicles will be able to access the Stena terminal and use the roundabout.

The existing shared space will be used to Birkenhead Road due to space restrictions, with a raised crossing over the business access next to the Dock Road roundabout.

At the junction of Kelvin Road and Birkenhead Road, the existing left turn vehicle lane will be removed to allow new, simpler crossings to be provided. Pedestrians and cyclists will use the crossing over Birkenhead Road and pedestrians only, the crossing over Kelvin Road.

All motor vehicles will still be able to use the junction for all movements.

A new two-way cycle track will be provided on the east side by reducing the width of the road. The cycle track will be designed to retain all accesses to business premises. Where possible, improvements will be made at junctions to make pedestrian access across roads easier. As Kelvin Road will be narrower, it will not be possible to keep on-street parking due to the road width and need for access to businesses and side roads.

A two-way cycle track and footway improvements will be provided on the east side as far as the St Pauls Road junction. The road will be narrowed to allow this, which means on-street parking will not be possible, mainly because of the need to retain all business accesses and road junctions.

The St Pauls Road junction will be redesigned to allow road traffic access as well as new two-way cycle tracks heading north to Liscard and east to the Seacombe Ferry terminal.

Footways will also be designed to allow safe access for pedestrians to cross both cycle tracks and roads. There is also potential for some public space improvements at the green space next to the junction.
