Less than two weeks left to register views on library plans
Time is running out for residents to share their views on proposals to reshape Wirral’s library service.
Early last month, Wirral Council set out proposals to make changes to libraries services in order to provide comprehensive, modern, accessible and sustainable facilities that will meet the needs of Wirral communities into the future.
The proposals are based around a core eight-site model of council operated library buildings designed to ensure the council meets its statutory duties in providing a ‘comprehensive and efficient’ library service, while still rationalising the service in line with this year’s budget resolution.
Importantly it recognises the broadening role of libraries in today’s society and sets out plans to transform the digital offer that is at the heart of a modern, future-focused service.
The proposed model does not have any impact upon library sites that were previously transferred to community management, such as those at Pensby and Wallasey Village so they are not included in the formal consultation process.
It does, however, impact on libraries currently operated by community partners, such as the St James Centre, Seacombe and Leasowe. The new model proposes discussing with community partners the feasibility of them being able to operate as a community managed site moving forward.
Consultation on the proposals opened on May 6th and is due to run until 11.59pm on Tuesday July 1st 2025.
A number of public drop-in sessions hosted in Wirral’s central libraries between May 12th and 16th attracted a good number of visitors keen to learn about the scope of the proposals, ask questions and form their opinions.
The response to the consultation process through the council’s ‘Have Your Say’ platform has also been good. But with just two weeks to go before it ends, the council is keen that as many library users, stakeholders and people of all ages Wirral locations share their views on the proposals, as possible.
The new operating model aims to not only provide a service that meets statutory requirements, but also the kind of comprehensive, modern, accessible and sustainable service that will meet the needs of the diverse communities of Wirral.
The proposed eight-site model is comprised of the following locations being open to the public:
- Bebington Central Library
- Birkenhead Central Library
- Eastham
- Heswall
- Moreton
- West Kirby Central Library
- Wallasey Central Library
- Upton
To ensure the library service is comprehensive and sustainable, it is recognised that a full review of the current digital offer is essential. Access to online resources, for those that choose to access them, must be a core element of the offer.
The eight -site model will refocus available resources, providing the potential for future investment into both the digital offer and Wirral’s remaining suite of library assets. A reduction in the number of physical sites across Wirral will accelerate the need for the proposed digital review.
Local authorities have a legal duty under the 1964 Libraries and Museums Act to provide a ‘comprehensive and efficient’ library service for all people living, working or studying full-time in the area who want to make use of it.
