Budget Task Force is set up to Secure Borough’s Financial Future

In a decisive move to address Wirral Council’s ongoing financial challenges, Council Leader Cllr Paula Basnett has announced the formation of a new, high-level Budget Task Force. The initiative is a key part of the Council’s commitment to restoring financial stability and ensuring long-term sustainability for public services across the borough.

The Task Force, which was formally approved at the Policy and Resources Committee on 23 July, will bring together the Council Leader, Deputy Leader, and a representative from each political group, who will be joined by acting Chief Executive, the Director of finance and key officers and stakeholders as needed. 

Cllr Paula Basnett, Leader of Wirral Council, said: 

This is a moment for bold, responsible leadership. Wirral faces a serious financial situation, and we must act with urgency and unity. The Budget Task Force will challenge assumptions, scrutinise spending, and identify sustainable solutions that protect vital services and restore public confidence.

Financial assistance from the Ministry of Housing, Communities & Local Government (MHCLG) supported the balancing of the 2024–25 budget, with further funding allocated for 2025–26 to ensure the Council can cover transformational costs needed to deliver savings. However, despite this support and help in managing rising social care demands, significant savings are still required

The Task Force will report its findings in November and will focus not only on immediate savings but also on long-term financial resilience. Its remit includes:

  • Reviewing the robustness of the Council’s current budget
  • Identifying achievable savings and efficiencies
  • Exploring alternative funding models
  • Recommending structural reforms to improve financial governance

We are not just firefighting,” added Cllr Basnett. “This is about building a stronger, more resilient Wirral—where every pound is spent wisely, and every decision is made in the best interests of our residents.

The Council remains committed to transparency and collaboration throughout this process, with regular updates to be shared with the public and stakeholders.
