Construction has officially started on the next phase of homes at Wirral Waters, marking another significant milestone in the transformation of the Northbank neighbourhood.

Peel Waters, alongside joint venture partners Qualis Developments and Forshaw Group, has commenced work on phase two of Redbridge Quay, delivering 90 new waterside homes on Dock Road in Birkenhead.

Cllr Mark Skillicorn, Chair of Wirral Council’s Economy, Regeneration and Housing committee, said:

The start of construction on this latest phase of Redbridge Quay is another important milestone for Wirral Waters and the wider regeneration of Birkenhead.

Creating new homes on previously developed brownfield land is a key part of our ambition to bring forward sustainable growth, and what is particularly encouraging is the way Wirral Waters continues to grow as a place. Alongside housing, we are seeing investment in jobs, skills, education, leisure and business opportunities, helping to create a vibrant waterfront neighbourhood, as well as showing the positive impact regeneration can have across the borough, and how it contributes to Wirral’s long-term economic growth.

The momentum at Wirral Waters continues to build, and it is great to see another phase moving forward, creating real, visible change for our communities.

The scheme - which received planning approval from Wirral Council earlier this year - will provide 84 one-bedroom and six three-bedroom apartments across six four-storey buildings, designed to reflect the area’s dockland heritage while meeting modern sustainability standards.

Residents will benefit from energy-efficient features including solar panels, EV charging infrastructure and cycle parking, alongside landscaped communal gardens, new tree planting and improved public realm connecting directly to the waterfront promenade.

This latest milestone builds on the momentum already achieved across Wirral Waters, following the completion of the award-winning Miller’s Quay development and the first phase of Redbridge Quay, both of which are helping to establish a growing residential community at Northbank.

James Whittaker Managing Director of Peel Waters said:

This is another big moment for Wirral Waters. Getting spades in the ground for the next phase of Redbridge Quay shows the pace at which this regeneration is now moving.

We’re not just talking about transformation anymore - we’re delivering it. Across Wirral Waters we’re seeing new homes, jobs, education and leisure all coming forward at once, and that’s what creates a place with real energy and staying power.

What makes this work is partnership. Our relationships with Qualis Developments and Forshaw Group are built on a shared ambition to deliver at scale and at pace, and that’s exactly what we’re doing here and across our wider portfolio.

This next phase at Redbridge Quay is another step towards making Wirral Waters one of the UK’s most exciting waterfront districts.

The start on site comes amid a period of significant progress across the wider Wirral Waters regeneration area.

Recent milestones include:

  • Three planning approvals at Mea Park West, most recently for a new 44,982 sq. ft industrial and logistics unit
  • The completion of Finsa’s 164,000 sq. ft UK headquarters, bringing new jobs and investment to Birkenhead
  • The submission of plans for a new £7 million Aldi food store
  • Planning approval for a new David Lloyd Leisure facility earlier this year
  • The completion and full occupancy of the 500-home Millers Quay development
  • And Wirral Met College’s Wirral Waters campus celebrating its 10-year anniversary this June, underlining the area’s role as a hub for skills and education

Together, these developments highlight the scale and pace of change underway at Wirral Waters, with homes, jobs, education and amenities being delivered in tandem to create a sustainable, mixed-use waterside community.

Phase two of Redbridge Quay continues the successful partnership between Peel Waters, Qualis Developments and Forshaw Group, with a shared focus on delivering high-quality homes on complex brownfield sites.

The collaboration builds on recent success elsewhere in Peel Waters’ portfolio, including Forshaw Group’s VIVERE Residences at Cornbrook in Manchester Waters, which recently secured Building Safety Act Gateway 2 approval - a key milestone reflecting the strength and delivery capability of the partnership.

Lyndon Forshaw, CEO at Forshaw Group, said:

Starting on site at Redbridge Quay phase two is a great milestone for all of us involved and a strong example of what partnership-led regeneration can achieve.

Working closely with Peel Waters and Qualis Developments, we’re bringing forward a scheme that combines high-quality design with deliverability and waterfront living - creating homes that are not only well built, but part of a wider, sustainable neighbourhood.

We’ve built a strong track record together, and that’s what allows us to move at pace on complex sites like this. The start of construction here at Wirral Waters, alongside progress on projects like VIVERE in Manchester Waters, shows what can be achieved when there’s a shared commitment to getting schemes on site and delivered.

We’re looking forward to seeing Redbridge Quay take shape and playing our part in the continued growth of Wirral Waters.
