Have your say on proposed updates to Clifton Park Conservation area
Views are being sought on the management of a key conservation area next to Birkenhead town centre.
Clifton Park Conservation Area is a nationally recognised area of special architecture and historic interest stretching along a part of the A41 Borough Road across from the Pyramids shopping centre.
It includes numerous residential villas of high quality and was developed by Captain William Sharp to a layout by the architect, Walter Scott around 1840. It was designated a Conservation Area in 2004. However, it was added to Historic England’s Heritage At Risk Register in 2022.
As Local Authorities have a duty to review conservation areas to ensure they are being properly protected, Wirral Council is now taking this opportunity to look to the future management of the area and what can be done to enhance and preserve what makes it special.
This work includes a new Appraisal and Management Plan of the Clifton Park Conservation Area looks at the character and significance of the area, providing an understanding of the historic interest of Clifton Park, and includes a long term management plan. It has been produced following a number of site visits and initial informal public consultation, and people’s views on this are now being sought.
Management plans of conservation areas directly affect those who live in the area, and as part of the process to update the report, we are asking for feedback from residents and interested stakeholders and groups. This can be done by completing the survey below or in person with a discussion with council officers during the planned event. All the feedback provided will be reviewed and used to update the plan.

The consultation on the proposed updated Appraisal and Management Plan of the Clifton Park Conservation Area is open for contributions until 16 August 2026.

There will be a public information events at Masonic Temple, (Clifton Hall, 27 Clifton Road, Birkenhead, CH41 2SF) between 5pm and 7pm on 23 July 2026, where you can view panels, complete the survey and speak to conservation officers.
