Wirral Strengthens Support for People Facing Homelessness
Vital help for people at risk of homelessness across the borough has been secured through a series of contracts agreed by Wirral Council.
These will cover a range of specialist supported housing services delivered by experienced local providers, all of whom play a critical role in helping people move away from homelessness and build stable, independent lives.
The contracts now agreed will ensure continuity of support for some of Wirral’s most vulnerable residents – including young people, teenage parents, adults with complex needs and people experiencing homelessness – while the Council prepares for longer term, more joined up commissioning of housing, health and care services.
The services include:
- Supported lodgings for young people at risk of homelessness, providing safe accommodation alongside help to develop independent living skills
- Supported housing for teenage parents and young people, helping young families stay together, move forward and avoid repeat homelessness
- Direct access supported accommodation for people aged 18 and over, ensuring immediate, safe housing for those facing homelessness
- Specialist supported housing for adults aged 25+ with complex needs, including people with mental health or care needs who require tailored support
- Enhanced supported housing, helping residents with multiple and complex needs to progress towards independence

These decisions are about making sure that people who are facing homelessness – often at some of the most difficult points in their lives – continue to receive the right support at the right time.
By securing these services, we are providing stability now while also taking a thoughtful, joined up approach to how we commission homelessness support in the future. This is about prevention, dignity and helping people move forward towards safer, more secure lives in Wirral.
All services align with Wirral’s Homelessness and Rough Sleeping Strategy 2025–2030, which sets out the Council’s commitment to prevention, early intervention and strong partnership working.
Supported housing plays a vital role in preventing homelessness and reducing repeat crises. By maintaining these services, the Council is helping people move away from emergency accommodation, build skills and confidence for independent living, reduce the risk of tenancy breakdown, and access wider health, care and wellbeing support. This approach also helps reduce pressure on other public services by addressing the root causes of homelessness and instability.
The short term contract arrangements provide stability for residents and providers while the Council undertakes further work to shape future services. This includes exploring closer joint commissioning between Housing, Adult Social Care and Public Health, particularly for people with high levels of health or care needs.
By working closely with trusted local providers, Wirral Council is ensuring there is no gap in support while planning for a more integrated and sustainable model of homelessness services.
