Liscard development moves to next step

A developer is being sought to bring forward affordable new homes at a key site in Liscard.

Demolition of the former municipal building off Seaview Road in Liscard began in April and was completed in August.

The works were carried out to make way for affordable housing to be built at the site, which is expected to be a key element in kickstarting a major refresh for the town centre.

The former municipal building and surrounding car park area, approximately 2.15 acres, is allocated for housing in the Council’s Local Plan and offers a unique opportunity to redevelop the disused land and provide much needed affordable, quality housing within the centre of Liscard.

Chair of Wirral Council’s Economy, Regeneration and Housing Committee, Cllr Mark Skillicorn, said: 

This is a fantastic opportunity for high quality affordable new homes in central Liscard and we look forward to bringing in a developer to continue the work with local people, businesses and councillors to bring real improvements.

The Preliminary Market Engagement Information Pack has now been made available to potential developers as part of an Initial “market testing” process.

This engagement with potential developers is intended to publicise the opportunity and see the response of the market, including seeing what options are put forward for the outline proposals such as number of new homes and types of housing proposed.

In addition the Council wants development on this site to accommodate either extra care housing for older people, or a mixed-use extra care / specialist supported development.

Participants are now being invited to review the project information and provide a response to the published questionnaire by 28th November 2025, which will be used to help shape a delivery strategy, with appointment of a developer expected to be in around 12 months.

The plans to revitalise the town are backed by the Liscard Levelling Up Fund 3 programme, which includes a total investment of £10.78 million from the UK Government’s Levelling Up Fund.

The approved Liscard Neighbourhood Framework is the guiding principle for regeneration in the area and was the result of extensive engagement with the community.  

It sets out a vision for a town that is more locally distinctive and more community focused, offering a significant opportunity to reshape Liscard whilst supporting its economic growth. It aims to improve the experience of residents, businesses and visitors and it identifies medium to long term improvements for the town centre and will guide how the council invests in the area.
