Consultation Launches on Future of Wirral Adult Day Services

Wirral residents are being invited to have their say on the future of Adult Day Services as the Council launches a public consultation on how support is delivered across the borough.

The consultation opens today (16 February) and will run until 11 May 2026. It forms part of the Council’s work to redesign and transform Adult Day Services so they are more person centred, flexible, and focused on people’s strengths. The aim is to support greater independence, dignity, and choice, helping people to live well.

Over recent months, the Council has worked alongside people who use day services, their families, and carers to explore what a “good day” looks like. The proposals put forward reflect that work and offer a range of options designed to provide activities that better match people’s needs, interests, and aspirations.

Residents are being asked to share their views on four possible models for future delivery:

Option 1 – Maintain the current model:
Keeps the existing building based approach. However, this can lead to long term dependency and may not deliver the best outcomes for those who attend.

Option 2 – Retain and re focus services:
Continues the Council’s building based support for people with profound and multiple learning disabilities and complex needs, while offering community hubs for people with a mild to moderate learning disability.

Option 3 – Hybrid model:
Combines a flexible outcomes framework for commissioning community support for people with mild to moderate learning disabilities, while retaining a building based service for those with more complex needs.

Option 4 – Fully flexible model for everyone:
Introduces an outcomes based framework for all people accessing day services, with support commissioned based on individual needs.

To ensure everyone can take part, independent support will be made available in day centres to support existing people who access the service to complete an Easy Read questionnaire in person.
