Raeburn School Street to be supported with camera technology

Another Wirral primary school is set to benefit from camera technology to monitor issues with unauthorised vehicles at school drop-off and pick-up times.

Raeburn Primary School in Bromborough will become the second ‘School Street’ site to use Automated Number Plate Recognition (ANPR) cameras to enforce restrictions on traffic around the school at those key times of day.

This follows the successful introduction of camera technology at Greenleas Primary School in Wallasey in February 2025. 

The School Streets project was introduced in Wirral in 2021 to help create safer and calmer spaces for children and families around schools. 

A School Street is a section of road, or roads, outside a school, closed to traffic during drop-off and pick-up times. Only people walking, cycling, or in a vehicle with an approved exemption or parking permit can enter during designated times.

Schools that are part of the scheme are supported by dedicated Active Travel Officers to help embed the scheme and deliver activities and events for pupils and families.

After consultation with the school and local residents, Raeburn Primary School in Bromborough joined the scheme in October 2022 and since then has experienced many incidents of motorists ignoring the restrictions in place and driving through the area anyway, putting children and families dropping off and picking up their children at risk. 

As a result of further consultation on a proposal to introduce ANPR cameras at existing School Streets schemes, the Environment, Climate Emergency and Transport committee approved the roll out of ANPR camera technology at all other existing School Streets, including Raeburn.

In April 2026, cameras will be installed around the entrances to the School Street area for Raeburn Primary School at Allport Road / Moreland Avenue and Raeburn Avenue / Manor Road.

ANPR cameras scan the number plates of vehicles entering the School Street during restricted hours and check them against a list of those vehicles who are authorised to be in the area. Unauthorised vehicles may receive a Penalty Charge Notice (PCN).

The cameras will only work during the restricted times and will only record vehicles that should not be there. The cameras point at the entrance to the restricted road and are not used for anything else. Any footage is used only for achieving compliance with the existing restrictions and is kept securely, accessed only by authorised staff.
