Councillors to receive regeneration review progress update

An update on progress on implementing changes in response to the independent review of the council’s regeneration programme will be presented to councillors.

A report to the Policy and Resources Committee on 22 July sets out work undertaken since an action plan was approved in December 2025, along with the next steps planned during the remainder of 2026.

The action plan was developed following an independent review of the council's regeneration activity and includes measures to strengthen governance, improve delivery arrangements, build organisational capacity and align regeneration ambitions with available resources.

The update report outlines progress across all areas of the plan, including:

  • The reinstatement of the Regeneration Programme Board and establishment of a Regeneration Oversight Group.
  • The appointment of an Interim Director of Capital Programmes and Assets.
  • The introduction of enhanced project assurance and reporting arrangements.
  • Work to develop new partnership and delivery models.
  • Initial work to refresh the borough's 2040 framework.

The report also highlights ongoing work to strengthen financial oversight, risk management and decision-making processes across regeneration activity.

Alongside this, work is progressing on a number of partnership initiatives, including the approved Wirral Place Partnership, as well as the future approach to strategic housing and regeneration delivery arrangements.

The committee report notes that several actions have now been completed, while others remain in development and will continue throughout 2026.
