Closure Order on Tranmere house over anti-social behaviour

Wirral Council's Anti-Social Behaviour Team in partnership with Merseyside Police has taken court action against a property, 114 Harrowby Road, Birkenhead, following complaints of ongoing anti-social behaviour both inside and outside of the property and in the immediate vicinity.

Despite previous warnings given by the landlord and Anti-Social Behaviour Team, local residents continued to suffer from the anti-social behaviour. 

These complaints included, residents being disturbed at all times of the day and night by the occupier being in a state of intoxication, screaming and shouting in the street, intimidating neighbours, being racially abusive and indecently exposing themselves. 

Working together with Merseyside Police - and as a direct result of the continuing and increasing amount of complaints that continued to be received despite repeated warnings to amend the behaviour - a decision was taken to apply for a full Closure Order on the property to prevent the problems from escalating further and to provide the community with some much needed respite from the problems that they had been subjected to for a prolonged period of time. 

Wirral Anti-Social Behaviour Team had initially issued a Closure Warning to the tenant on the 19 November 2025 but despite this, the behaviour continued.  

A full Closure Order was granted on 5 March 2026 by Wirral Magistrates’ Court. 

The terms of the Closure Order prohibit access to the property by all persons at all times and in all circumstances except for any person with written permission of Wirral Council. Any individual found to be in the property who have not been authorised to be there are liable to arrest.
  
Under the terms of the order, any person found in these properties with no legal entitlement to be there is subject to being arrested and liable for a prison sentence of up to 6 months or a fine of up to £5,000 or both. The closure will remain in place for a period of 3 months with the option to extend for a further 3 months if considered appropriate.
