Buyer confirmed for council building
A council-owned building in Wirral is set to be sold to a locally-based charity after being put on the market.
Wirral Council’s Assistant Director of Property and Investment has approved the sale of Pennant House to the Roger Lancelyn Green Memorial Trust.
Pennant House is one of three council-owned properties in Bebington village and is on the edge of Mayer Park. The other two buildings are Mayer Hall and 65 The Village.
The Council’s Policy and Resources Committee (11 December 2024) had declared Pennant House a surplus asset and approved proposals to sell it on the open market.
The property is currently used as council offices to accommodate staff from Adult, Health and social Care. Work is currently underway to re-locate the staff currently using the site for the handover of the building.
The aim was to market the property while it is still occupied to minimise the period which the property would remain vacant.
The property was marketed on the council’s behalf by Lambert Smith Hampton.
The sale of Pennant House to the Roger Lancelyn Green Memorial Trust has been approved on the basis of the highest bid.
The successful bid was conditional on securing outline planning consent (if required) for a return to residential use, and division in to separate units.
Chair of Wirral Council’s Economy, Regeneration and Housing Committee, Cllr Mark Skillicorn, said:
Once Pennant House was declared surplus, we moved quickly to market the property in a way that protected the building while securing best value. The approved sale follows a competitive process and supports the council’s broader plans to modernise its estate.

The Trustees of the Roger Lancelyn Green Memorial Trust are pleased to have the opportunity to restore this historic building, formerly the residence of the antiquary and collector, Joseph Mayer, until 1886, and to return it to residential use. It would have been a great pity to see it demolished, and we hope it will continue to stand, both as a local landmark and as useful accommodation for many years to come.
